REGULAR MEETING MINUTES

 

I.          CALL TO ORDER:

            Chairman Donna Sepe called the meeting to order at 10:00 a.m.

 

II.            Members Present/Absent:

            Chairman Donna Sepe, Jim Jenkins, Joan Jaquith, Everett Morrill, Bruce Urbon,

            Bill Boutwell, Connie Carenzo and Jim Kuhn, AFS&V

            Absent:

            Glen Reynolds, Fire Marshal

            any representative from Webster and CIRMA Insurance companies

 

III.            Approval of Minutes:            December 7, 2005

            Donna Sepe made a motion to approve the minutes as written, seconded by Jim Kuhn and unanimously approved.

 

IV.            Workers Compensation Loss Review:

            A Webster Insurance representative was not present to give this loss review.

 

V.            Liability Claims:

            Jim Kuhn of AFS&V gave a brief review of liability claims since the last meeting.

            Landfill:            January 7, 2006

            trip and fall, breaking ankle in three places (Tom Grady)

            Fire Dept.

            2/13/06 - volunteer's vehicle was struck by a fire truck

            12/20/05 - mailbox struck by fire truck

            windshield broken

 

            Briefly discussed workmen's comp. claim from Barry Moynihan.

 

VI.       Safety Issues:

            a.            Standard Operating Procedures - no one present to discuss this agenda                                     item.

            b.            Sidewalk - Town Hall

                        Everett Morrill said he has received two bids for replacing the sidewalk in front of the main entrance to the Town Hall.  Everett said it is important to have this area aesthetically pleasing as well as safe for everyone using this main entrance.  If we put in a ramp, the sidewalk will have to be replaced either with concrete or red-stamped concrete.

Also the sidewalk to the entrance of Piedmont Hall needs replacement - possibly with the red patterned brick.  Everett talked with the State about any new regulations for

handicapped access and found that it is now required to have a rubber pad imbedded into the concrete mainly for those who are blind.

            c.            Skateboard Park

                        Donna Sepe reported that she has spoken with First Selectman David Pinney who has verified that the town does not have any empty buildings that could house a skateboard park.  Young people are still breaking into the skateboard park by scaling the fence or other methods.  Unfortunately, the town still has liability if someone is hurt even though they are in the park illegally.

            d.            Other

                        Defensive driving course is still available to anyone who wishes to sign up.  David Pinney said he believes that the Fire Department has already had training in this area.

 

Everett Morrill introduced Bruce Urbon to the group.  He replaces David Ferracci as a representative from the Public Works Department.

 

VII.            Membership Vacancies:

            After a discussion, it was the consensus of the group that more representation is needed from the school system in the form of teachers, custodians and secretarial positions. Donna Sepe to send letter to Superintendent requesting additional members.

 

VIII.    Next Meeting - June 7, 2006:

            All members were reminded that the next meeting of the Safety Committee will be on June 7, 2006 at 10:00 a.m. in the Town Hall Conference Room.  Chairman Donna Sepe will alert CIRMA and Webster and ask that they both have representation at the next meeting.  Several areas were not discussed at today's meeting because the insurance companies, with the exception of AFS&V, were not present.

 

IX.            ADJOURNMENT:

            The meeting adjourned by mutual consent at 10:30 a.m.
